Invitation for Bids
The Transportation Education and Economic Network (T.E.E.N.) is accepting bids from agencies with demonstrated abilities to perform outreach to employers throughout all of the 17 counties of Northwest Pennsylvania, including Armstrong, Butler, Cameron, Clarion, Clearfield, Crawford, Elk, Erie, Forest, Indiana, Jefferson, Lawrence, McKean, Mercer, Potter, Venango, and Warren counties.
The Scope of Work includes:
• Outreach to new and prospective private sector Logistics and Transportation (L&T) partners
throughout Northwest Pennsylvania in cooperation with local Workforce Investment Boards
and T.E.E.N. Program Management
• Educate L&T firms as to the goals and objectives of the T.E.E.N. Industry partnership
• Solicit company participation through formal application process
• Perform a comprehensive Training Needs Assessment for new and existing incumbent workers
• Review completed training needs assessments and evaluate to determine common training
needs
• Identify training providers offering effective solutions to the identified training
• Assist in the development and issuance of formalized Request For Proposal (RFP)
• Work with employer partners to select appropriate education and training providers
• Collaborate with selected education and training providers to schedule and fill seats in the
consortium-based training programs to begin no later than June 30, 2010.

Pre-Apprenticeship Training Request for Proposal
NOTICE
West Central Job Partnership, Inc is seeking proposals for Pre-Apprenticeship Training for residents of Lawrence and/or Mercer County.
Specifically, the corporation is seeking individual proposals in one or more of the following areas:
RFP No. NW 145-09-01: WCJP seeks proposals for Pre-Apprenticeship Training that will prepare individuals to take and pass the entrance examinations for local apprenticeship programs and/or enter meaningful full-time employment in the targeted industries. The pre-apprenticeship training should provide a curriculum, an introductory core of the apprenticeship programs for carpenters, electricians, masons, plumbers, HVAC, and other construction careers. The coursework should include safety, hand and power tools, applied math, and other topics related to the building and construction trades as well as job shadowing and/or simulated construction projects and GED preparation for high school dropouts. Successful completion of training should qualify individuals to enter local registered apprenticeship programs or work in entry-level positions in the building and construction industry.
The provider or providers may elect to serve clients residing in either Lawrence County or Mercer County or may elect to serve clients from both counties.
